He makes a great point in the opening statement. Start at the floor.
As most restroom floors are grouted tile of some sort, or occaisionally VCT, porous grout and seams are a breeding ground for bacteria build up that causes odors. Basic grout sealers only last so long and don't always resist the chemicals used to clean floors or from human fluids. As the sealer breaks down and is neglected, the pores in grout gradually open up and allow for penetration. Even the most powerful cleaning equipment is often not able to eliminate the odors.
Some people will apply wax finishes to bathroom floors, but they also do not resist chemicals and are walked off rather quickly creating additional pores for bacteria to hide. It also requires a lot of upkeep.
A better solution is a coating of ultra-durable urethane over the entire flooring surface. Special preparation products and procedures allow a urethane coating to bond fully to the tile and grout surfaces, or VCT tile, creating a membrane that is impervious to chemicals and urine. Odors that were in the grout are trapped in under the coating, and new odor-causing bacteria is locked out. It also creates a great appearance on the floor and makes it very easy to clean up with just hot water and microfiber mops.
