I've had success using dry steam which has superheats the steam using about 5% moisture. The By nature grout is porous the vapor absorbs into the grout and pushes dirt out. It also kills mildew spores (which need to be brushed off there are a number of steam vapor machines in the marketplace.
There are also videos on some of the sites and You tube that can show the process. Also take into consideration of the shape of the grout itself. If it is loose, part grout, patch caulk, loose tiles which can get in more extreme solutions. Is the tile on walls, floor both?
There are other methods but I'm happy with the dry steam and it has a lot of other uses. With any method test a small area first. There's more but I'll keep it short
